2000 Mercury 75 hp will not idle and only runs with shifter in high idle.

It is a mercury 75 hp 2 stroke serial #0T342252 model #1075412YD year model is 2000. Motor fires up when I put the shifter in high idle position but when I drop it back to the neutral position it chokes down and shuts off like it runs out of fuel or something. I have changed plugs, main fuel line, fuel filter and primer bulb. Any suggestions on a fix would be appreciated.
