2000 4.3 Mercruiser loose (disconnected) ground wire

This is in addition to "4.3 Mercruiser won't start"
I noticed that there is a black wire with an eye terminal in my wiring harness near the slave solenoid and red button circuit breaker, it's not connected to anything. Does anyone know if this is supposed to be connected some where or is it a redundant ground wire? I haven't disconnected anything there in the past (never noticed it before) and i have had this boat for 4 years.

Normal and not connected....a ground wire not used.......

Yes it is normal, assuming your engine is Fuel Injected. If your engine is carbed it would be hooked to the choke coil.
