20 Hp ignition issue

Hi....Was hoping someone had an answer for me on this,at my wits end....1985 Johnson pull start motor no spark on one cyclinder,new coils and plugs,only one of the wires coming from power pack cd2 sends power to coil,ordered used powerpack and no power to either coil now,Im assuming the one I ordered is bad,my question is what are my chances the coil or sensor under flywheel are bad,coil was about 50ohms,sensor as I recall about 34 ohms...also the one cyclinder that does spark not igniting at all even with a shot of starter fluid?? Spark is about 3/8 in,do both cyclinders have to spark to get any kind of ignition...thanks in advance

There is one " charge coil " under the flywheel.---It is used to fire both cylinders.-----There is one sensor coil.----It is also used to fire both cylinders.
