1999 Johnson 50hp Trim motor troubleshooting

Hello,

I also just posted about a submerged Johnson that i'm troubleshooting trying to get it started. This is separate issue as it is was a problem before the submerging incident (ugh).

So, I believe a short in one of the trim switches caused the trim motor to trim all the way down and shorted the trim system itself out. I've troubleshooted using the service manual that the relays are working and I am getting 12v to the blue and green T/T wires. I also checked the resistance between the wires and I am getting about 1.5 ohm (which from another post indicates to me that motor is still OK). Is it possible that the trim motor ground shorted out? With a two wire system, how is the T/T motor grounded?

Any suggestions for troubleshooting this?

Another complication is that I can't get the manual release screw turn and I can't currently raise the engine and get access to the T/T motor. If the trim motor is likely still good, I'm hoping to avoid doing this!
