1999 Johnson 50 spark issue

I have a 1999 Johnson 50 2 cylinder. Model is j50pleea. Suddenly only getting spark on top cylinder. Was on the water and when starting up from being anchored it bogged down under load. Took out plugs and held them up to the block while cranking. Top sparked perfect, bottom had nothing. Switched plug wires and plugs around and still only got spark on top cylinder. I switched the wires coming from the power pack to the ignition coil and am getting spark to bottom that way so ignition coil seems good. Wires coming from power pack to ignition coil look fine. I did clean the ground wire coming from power pack and still had the same results. Could the power pack being bad cause only one cylinder to spark?

Replace the powerpack.

Got the power pack on and boat has been running great.
