1999 Evinrude Ficht 150 Flywheel Cover

Have had this motor since new and has never really had many problems except for EMM the usual problem. Ran the boat a few weeks ago and pulled out to test fire before fishing tomorrow and cranked fine the first time but didn't fire maybe because of extreme cold we have had here in Houston. So second crank hear a loud pop then started with a slow crank grinding noise so i stopped and didn't try again. I'and m thinking a rod but found the flywheel cover(plastic) broken at the top of the starter anybody have experience seeing this. Removed the starter and bench tested sounds rough and slow to me and looks like some type of gear and bendix above the starter going into the plastic housing. Any ideas on what to look for as the reason this happened and possible fix. Thinking starter, flywheel cover. and bushings but also don't want to spend a grand if something internally caused this and will damage new parts. Thanks for helping a Newbie!
