1997 mercury 115 2+2 only holds speed at 1800rpm or 4700 ish

You could start with some usage and maintenance history. Numbers like boat type length, load, prop, WOT rpms under regular load-water conditions.

Maintenance history is relatively unknown as i bought used but had a service before i bought it.
5m fibreglass, load would be about 1400kg, I had it up to around 5300 rpm when the water was calm, ran perfect at high rpm/speed.
Has a 4 blade ali prop, unsure of particulars on it.

I don't know the answer but i would first check spark strength first. Then check accelerator pump and the main fuel pump. I assume you already looked over the throttle linkage action to see that it's working well.

Cheers for the advice mate ill get the manual for sure
Ill check the cables when I get home.

I found the breather hose for the fuel tank had a big kink which was letting almost no air through.
Surely it couldn't have been caused by that?
