1996 Johnson Lower Unit Issues

I have a question about my lower unit. Is it supposed to be spewing water out between the footing and the lower unit? Please see attached video.

Also, it leaks dark oil between the same connection of the footing and the lower unit. (I have been told that it is just gas/oil from too rich of a fuel mix or from the carbs running to rich)

Please give me some advice. Thanks for your time.

No seals between the joint so water is going to come out which is ok; if the oil smells "gassy" it is coming out of the exhaust and is normal. That motor is 19 yrs old.
