1996 3.3HP outboard will not engage propeller

Good afternoon all. I have a HE3ROEDE 3.3 HP evinrude from 1996. It runs sweet, but I do not know how to engage the gears to make the propeller turn. Can anyone help me please?

You should not have to do anything. There is no clutch , the gears are permanently engaged.

As suggested check the shear pin #27 in the parts diagram

I assume this is a "new to you" motor. If so check/ replace the water pump impeller before you use it.
