1995 Mercury 115 Two-Stroke - Face Seal on Water Pump Housing?

Started doing a complete water pump R&R yesterday on my 1995 Mercury 115 Two-Stroke Model/Serial 1115412RD / OG197423 - kit I installed was Quicksilver 46-8M0113799. Somewhere in the process I lost a seal, subsequently identified as a Face or Slinger Seal, that had been installed on the driveshaft sitting on top of the old water pump housing.

In searching Marineengine.com etc. with my motor's Model/Serial #'s, I cannot find where this Face Seal is listed as required for my motor. I found this thread detailing the water pump R&R procedure for a 96 115 and which referenced the seal and required install tool as shown in the attached photo. I found a similar looking seal with installation tool listed as Quicksilver p/n 26-816575A 2 but again, for Alpha One Gen II Outdrives, not for my motor.

Can someone confirm this part is indeed required for safe/proper operation of my outboard?

"A setting tool is included in the kit and this is pushed down on top of the seal and does double duty of spreading it out and ensuring that it is not compressed too much. With the seal thus set the compression tool is then removed."
