1995 Mariner 9.9 carburetor trouble

I have a 1995 Mariner 9.9 2 stroke. It idles great but will die when I put it in gear and give it throttle unless I run the choke fully pulled out. Any ideas?

sounds like it could be due for a fuel pump service kit...or the carb needs to be cleaned out...
