1995 Mariner 60 alarm

My Mariner 60hp 2-stroke's alarm started screaming at me after my last trip. Not the intermittent beep indicating low levels of oil, but one long continuous alarm. Plenty of oil in the tank, and there's steady stream of water from the tell-tale. The engine isn't overheating. I tried starting her today and the same alarm is ringing out, right from the get-go on a stone cold engine. As soon as I turn they key on. It won't shut up. Engine runs like a top otherwise.

I disconnected the blue wires from the oil tank in case the sensor had failed. Still screaming. I disconnected the Tan/Blue wire from the temp sensor in case that had failed. Still screaming. I even replaced the entire overheat sensor (black box) with a spare I had kicking around. Still screaming.

Any ideas out there?
