1995 175hp Black Max

I have a 1995 175hp Black Max. When it is under load going forward it will not exceed 2500 RPMs. I have replaced fuel lines, cleaned carbs, checked compression, replaced spark plugs and wires, replaced fuel filters and treated fuel.

Not under load and in reverse it does good. If I cruise for a while (15-20min) it will jump to full power for 5-10 sec. then drop back down to 2500. It is also sluggish with pick up.

Can someone point me in the right direction?

Check all cylinders for bright blue spark...if you use a spark gap tester you can set it for 7/16" gap and see all cylinders at the same time. White, yellow or orange spark is too weak.
