1994 Force 40 HP Starter Replacement

I'm trying to replace the starter on a 1994 Force 40 HP. It seems straightforward enough but I can't access one of the mounting bolts on the bottom of the starter. Is there a trick to this? Can I just remove the lower engine cowling somehow? Thanks!

What I do is put the bracket on the starter, but don't tighten it all the way.
Install it and then once the other bolts are in, then you can tighten them all.

Thanks. I'll try this tip when I put the new starter in. The current problem is that I can't get the old one off. I can't get at one of the mounting bolts on the bottom.
