1992 mercury 115 hp will not start

motor laid up for 3 months,when trying to start it seemed like batteries (2) flat,Both checked and found to be fully charged but would turn motor even when both turned on.Now all I get is a click when key turned.
Have batteries checked by auto electrical man who confirmed that they are in good condition,have cleaned all battery post but only get click when key turned ?
Can any one suggest a solution. :mad::confused:

You will need to check your battery posts, battery terminals, and also the connections of your battery cables at the engine side.
A multimeter will do you wonders. If all that checks out good, then you will need to look at starter solenoid and then starter motor.
Unlikely but also remove the flywheel cover and make sure the flywheel rotates by hand. Sometimes they do lock up....
 
Jump the positive terminal of the starter solenoid directly from the positive battery of the start battery. If the engine cranks, replace the solenoid.
