1991 25 HP something is holding the shift movement back (forward and reverse)

The club inherited this E25TELEIE quite some time ago.
It was converted to a remote control and steering wheel before we got it.
The engine is running perfectly in forward and reverse at any throttle opening.

It has always been somewhat difficult to shift into forward and reverse but after replacing
the control cables with new Teleflex 479 cables and having the gearcase removed for water
pump replacement, it is worse. Local dealer said the remote control is going bad, so I replaced
that with the same single lever control 174228 that I found on ebay. Still has the problem.

It is very apparent that the reason it is difficult to shift is that the control needs to move
the cable about another 1/8 inch before it is done going into gear and starts opening the throttle.
The shift lever on the starboard side of the engine does not go any further! Forward or reverse.

So, what is holding things back? Wrong control? Wrong cables? Wrong shift lever? Problem with the gear case? Some adjustment?
I'm wondering whether in the conversion from tiller to remote the wrong parts were used.
All that's needed is another 1/8 inch...just can't figure out how to get it!
 
top. The problem is very similar in forward and reverse.
With the control in neutral, the engine is right at neutral.

It is a lot like the shift lever is too short. If it were longer,
it might allow a little more travel. Is it possible the wrong shift lever is installed?
Are there different lengths?
 
When I remove the shift cable from the engine, all is well at the remote control.

That suggests the problem is with the engine.
The fact that there is trouble with going into FORWARD AND REVERSE
suggests that the shift rod is too long.

I guess it is possible I put the keeper on upside down...although I doubt it.
I'll take the lower unit off and check up on things......
 
Well, I decided to fire up the engine and see how it shifts.
Seems with the engine running, it is shifting easily...forward and reverse.

I'm aware that with the engine stopped, it can be difficult to go into reverse.
A little turn of the crankshaft usually does it. Why it wasn't going into forward
with the engine stopped, I don't know.

Anyway, seems the problem is solved at least for the time being.

P.S. The expensive little keepers are going for $14 each. Glad I don't need one!
 
Shifting when the motor is not running ?-----You have to turn the prop.----For forward and reverse.----Yes , both forward and reverse !!
 
Thank you! I (incorrectly) assumed the motor would go into forward at any time.

The only other engines I've worked on with a F-N-R are the small 2-stroke Mercury's from the late 1990's.

The local dealer was correct about the control going bad. All is good now!

You learn something new every day.......
