1990 Johnson 8hp running but low power/speed no real WOT

I got the motor running and idling (not perfectly), but it's sorely lacking giddyup. When I first got it, it hauled tail on my little Jon Boat. At WOT, it's just got no real power. Feels very bogged down. How should I attack this?

- compression test
- timing tune up (can someone send me a link to how to do that on this motor?)

Do a compression test first. Then a cylinder drop test.
