1988 Mercury Classic 50 won't get my boat on plane

Ah I see, no single cylinder looks different from the others so whatever is wrong seems to be affecting all cylinders, but I suppose there could be a problem on one cylinder under load that I just can't feel because the engine is still running smooth. Both of the venturis are in place on the carbs

Trouble shooting appears to be an elusive skill these days.---Bring it over I think I can figure it out.
