1988 johnson 30 hp again

I bought a repair manual yesterday and have been checking the ignition coils, both coils have the same ohm readings, 249 ohms on the spark plug wire posts and .3 on the power pack wire posts. I get a spark 7/16 inch long on the bottom cylinder, and I get a 1/8 inch spark on the top cylinder.
However when I checked the voltage coming from the power pack. I get
roughly 200 volts on the bottom cylinder and 350 volts on the top cylinder,
this reads in the minus scale unless I attach the black lead to the wire from the power pack and the red one to the ground, this is a little confusing.
I checked the wires and connectors from the power pack to the coils and they seem to be good.
Haffiman 37 thought that it may be a faulty powerpak, is that still what you think????? Thanks for all your help.
 
Yes.
The charge voltage into the powerpack comes from one coil.
If different output, it must be internally in the powerpack.
