1988 Johnson 175 Trim not working

1988 Johnson GT175 trim motor stopped working. It has been going up and down very slowly the past few weeks with the trim motor sounding like it's really struggling. Now it stopped altogether. I've inspected the up and down relays and connections on the back of the motor. Connections all seem fine and the relays are both clicking when working the switch up front so I know it's getting power to the relays. I disconnected the blue and green wires for the motor from relay box and ran battery power directly to both wires one a a time with no luck. Based on all of this I am assuming the trim motor itself is dead but before I spend the bucks to replace it I thought I'd check here to see if there is anything else I might be overlooking. The trim motor is rusted and looks quite old. Fluid in the hydraulic side is fine.
