1988 Evinrude 60 HP Re-starting Issues

Newbie here so if this a well-worn topic please feel free to redirect me 😊.

I have a 1988 60 HP Evinrude VRO outboard that powers my (approx.) 15-foot Arima Sea Hunter.

The VRO is disconnected, and I mix the gas and oil per spec. The outboard ran fine back in the mid 2000’s but then it sat for several years. When I restored the Arima boat in 2022 I had the carbs rebuilt on the Evinrude (they had sucked up some water in old gas... my screw up). So now, it starts right up but runs a bit rough and when I shut it down it won’t start back up unless you let it sit for about 10 minutes.

Does anyone have any experience, comments, or suggestions? Maybe there is an adjustment? When you try and restart it, it acts like it is flooded. At low RPM it seems ‘loaded up’ if that makes sense. I live in Tacoma Washington so if anyone knows of a good mechanic, or mobile mechanic/guru that understands these old devils please give me a heads up. Much Appreciated!
