Motor working grand this summer for about 1st 20 minutes in the lake. Felt a hesitation/lower rpm bog down intermittently on top end for about 2 min then it stayed at the lower rpm (somewhere around 4000-4300 rpms, tach is wonky at times) with intermittent (sometimes up to 5 seconds) surge up to 5100 rpm since. There is no surging until boat is planing at the decreased top end. Checked motor's fuel filter (was clean) and pulled the fuel line from the internal tank and used external tank (with 87 octane 10% ethanol bought that morn) for about 15 minutes ( thought there may be water in internal tank) but same result. Carbs rebuilt in 2021 by marine tech. Engine starts great and runs at idle ok once warmed up. But throttle up now and it takes a long time to plane. Should I run a can of seafoam in a gallon of fuel thru the system? I did raise the motor 2 inches on the transom last fall as there was tons of spray coming from the lower unit. Boat was handling better, motor idling better and was quicker on the water and no more excess spray from lower unit.
 
The absolute first thing to do is a compression test.----Post your actual values.-----These motors ( V-4 crossflow ) are world famous for breaking piston rings.
