1985 Evinrude 15HP, pull start red paul spring location?

Finished rebuilding the carburetor, but I seem to have misplaced the location of this little spring, like where it's supposed to go, and how the red thing that keeps the pull start from pulling, is supposed to work.

Any ideas? Thanks!

Your pull starter is NOT in the correct position.-----There is a tab on the bottom of the cup that has to go in a locating hole !------And make sure the washer inside that cup is in the right position.

Is it a " pawl " spring or a Paul spring.-----Darn this difficult English language !
