1984 60 HP Won’t Start When Damp

I have a 1984 hp Johnson outboard that won’t start when it’s damp outside such as normal morning dew. The motor turns over fine, but will not fire. If I leave the motor in the sun with the cover off, many times it will start However, if the motor starts, it runs rough and has lack of power. I have Replaced the fuel lines, fuel pump, rebuilt/cleaned the carburetors, and the motor has brand new gas. Due to the motor, not starting when it’s damp, I believe I have some sort of an electrical issue. my question to the group is what should I be checking? There are no obvious issues and all the connections seem fine with no frayed wires. Thanks in advance for any suggestions!
