1978 20 hp Mercury throttle won't advance beyond start.

New to forum. Just got a 20hp 1978 Mercury long shaft. seller said probably needs carb work. When I checked twist grip it won't advance beyond start. Any help or suggestions much appreciated. I plan to pull and clean carb after this issue is resolved.

Put it in forward gear and see what happens.

DUH!!! Being 80 years old and not having a tiller motor since the 60's doesn't excuse me!! Thanks for the enlightenment racerone. I'll try to not be so stupid next post!!
