"I don't have first hand knowledge of this engine, but the larger units work off a cam in the lower unit. The cam moves with the shift linkage, pushing on a rod locking the engine down. All this should happen by putting it in neutral or reverse. If it doesn't and the linkage is in working order, most likely the cam in the lower unit is in the wrong position. This happens when someone puts a water pump in the lower unit and clocks the cam off a tooth. Removing the lower is the only way to fix it"

"Remember if unit is fitted with shalow water tilt, the lever below the choke knob on the bracket has to be pushed and motor pulled up before this function of the shalow water tilt is disabled. Then the motor is able to be locked in reverse.
