1973 evinrude 50 hp not firing

i bought this motor not running but it has 135 pounds compression on each cylinder I tested the stator with dva tester and it was putting out 250 volts going into power pack the ohms on the trigger seem right. but there is no fire coming out to either coil, i put new power pack an new rectifier but still no fire i disconnected the switch wire still no fire checked grounds and cleaned them but still nothing, i thought if there was fire going in from stator that there should be fire coming out, i have service manuel it seems to point toward power pack, i thought maybe the first one was bad so i carried it back and got another one but still no fire, it is a sierra box. can anyon tell me what i need to do next.
