1972 Mercury 20 hp tiller bracket broke. How do remove and install bracket?

Got a Mercury 20 hp serial # 3318815 with a broke tiller bracket. Got the three nuts removed and two bolts out. Third bolt won't remove due to lower part of motor in the way. Then have shift rod running through bracket that I have no clue about how to remove? Any help would be apprceiated

Thank you Jeff. I was afraid of that. I was thinking of cutting a slot in the round part to allow it to slide over gear shift rod. Would make the bracket weaker. Still would have to clear that one bolt?
