1972 Johnson starting problem still

Engine is not binding. When it

Engine is not binding. When it starts it runs great. Has a new starter that will enguage the fly wheel but not turn it. Pulled plugs and is still doing it. Held key to check for hot spots and starter started smoking from top and was warm to touch. Only other cable warm was the positive cable from the selnoid. Checked and cleaned all the conections and still doing the same. Voltage is droping to around 8 volts. Battery is new. Selnoid is clicking every time. Could it be selnoid? Starter ground itself on block?
