1968 Evinrude 55hp battery voltage help please

"I just replaced the rectifier, first couple times using the boat after that It did fine now the voltage is climbing to 16-17 volts at WOT 12-13 @ idle also it seems when the voltage climbs like that the motor seems to surge or loose power in and out is that related? could it be the stator is bad? I do not see any oozing from the stator please help!"
 
With no load and no connection

With no load and no connection to the battery you'd expect the volts to rise like that as there is no regulator AFAIK on that model just a plain simple rectifier.

It suggest to me that the stator is fine.

I think you should check that you have a connection all the way from the rectifier output (red wire?) to the battery positive. Also check you have continuity from the rectifier case (or black wire if it has a black) to the battery negative.
