1953 Johnson 5 HP TN-28 carb problems

I took the carb off cleaned it well checked out everything and the carb keeps overflowing through the top holes as soon as the gas is turned on. The cork float is not sticking, its in good shape and the needle valve and seat has been cleaned vey well and seems to seat properly. I have the clip in the groove on the needle valve. Any suggesrtions? Also need a diagram of the lower unit and all its parts.
