15hp Mariner 4 stroke

I have a 1998 15hp mariner 4 stroke. I have rebuilt the fuel pump, and carb. I replaced the stator coil also. My problem is, the motor will not rev out. It seems to make about 2500-3000 RPM, and that's it. While under load it acts like it's surging. Could this be a bad prop hub or am I going the wrong direction?

Is the prop the correct prop for the boat that the motor is installed on ??----How big is the boat ?----Do you have spark on both ?

The boat belong's to a friend. He tell's me that the boat used to plane with him and his wife in it. The boat is a 15ft Carolina skiff. I have spark on both cylinders. I was wondering if he hit something and spun the hub? Everything i have done has made the motor smother. It idles smooth as glass, just won't rev. The prop has not been changed since he has owned the boat.
