15 HP Evinrude motor won't stay running

I have a 1994 15hp Evinrude Model E15RER, I can get the motor to start, but when I get it down to idle speed, when I go to give it gas, it dies. I have been trying to figure this out. I have had it in and there was a new carb kit put in, a new water pump, and new plugs along with some o-rings. It was still doing it, so I brought it back and he said it was running to rich or to lean, one or the other, I can't remember, and he said it was running great. I bring it home, wasn't able to check it or take it out since I had been busy and it was late in the season, got new gas and oil this year, and it's doing the same thing. I should also mention, I have a brand new gas tank and hose for it as well. I have been fighting this for years and want to get this running!! Any help would be appreciated! Thank You!

Open low speed mixture screw 1/8th turn at a time and see if bogging goes away.
