130HP v4 BETO low revs at WOT

Hi all I have a 2006 130 v4 2 stroke and at wot it only hits 3600 rpm , motor does not splutter or seem rough , any thoughts ?

Pull plug wires one at a time while she is running to see if she's firing on all 4,use plastic pliers
