89 15HP Tilt not engaging

"I have an 89 - 15hp which the

"I have an 89 - 15hp which the tilt lock will not engage. Everything looks okay but when lifting it will not lock. Below is a link to an exploded view. Part 103 is the tilt lock, if I lift it with my fingers it will engage. To me it looks like there should be some sort of torsion spring but all I see are washers on either side of it.

Any help would be appreciated.

"Yes, 3 95's and the 96. This was in pieces and I have re-assembled it. Just can't seem to figure out what causes 103 to lift/pivot so that it engages."
