AQ125 Stall and hard to restart

"I have a 1968 Wellcraft with

"I have a 1968 Wellcraft with a AQ125 and 280 outdrive. The engine runs very nicely but there is one issue that I would like to resolve.

This past season I got caught out in some rough weather. Steady steep 3' seas with occasional larger waves. Several times I had to pull back the throttle as the boat would literally fall off a large wave and into the following trough. When this happened the engine would die and it would take quite a bit of cranking to get it restarted. The engine ran well otherwise, only the combination of pulling back to idle and crashing off of a wave caused the stall.

I wondering if I might be getting water intrusion through the exaust. My drive does not have any kind of flapper nor do I see anuy signs of mounting holes or one although this drawing shows a flapper:
