    '86 9.9 Mercury Manual start Tiller control . I can not get it started! Compression >90's, am getting spark . It has been setting up .I got it to run for about 5 min. yesterday.     Just bought 9.8 2003 Nissan . Just bought 9.8 2003 Nissan . Will not open up on the boat . It runs at idle speed very well. I can take it out of gear and it revs up but surges real bad. Starts and Idles very good.Carb?
