    9.9 low rpm issue

    I have a mercury 9.9 2007 4 stroke. It runs great at wide open throttle but cannot for the life of me get it to run at anything but. It will only start with choke fully out. I turned the idle screw all the way in and very slowly turned it out but not even halfway out it would start to bog down...
