What to do - Disconnect batteries.
remove the large terminals from the tilt down relay and file both sides of each ring terminal shiny.
Then, file both sides of the washer shiny.
Then (most important...) file the side of the nut that faces the washer shiny."

If the drive has been sitting in the raised position for years don't clean anything. Your problem is not likely an electrical issue.

Remove the rubber steering bumpers and grease the tilt bearings.
The drive is probably just about welded in place with dry, hardened grease."
