Yamaha F25 problem

To explain my problem the best way I made a video today. The engine starts easily and runs fine at lower rpms but refuse to speed up. When I twist the throttle all the way up it seems like it is missfiring or like a rev limiter kicking in. What do you think? Appreciate your help. Check video below:

I am new to this but that sure sounds like it is running out of fuel, fuel filter or sucking air in the fuel pick up line.

Fuel filter is quite new, so I it shouldn't be that.
It feels like the problem occurs att the same rpm all the time. Do you think it is a possible air leak anyway? Shouldn't the problem occur more intermittent with an air leak?

Hmm... had an issue on my johnson 20 that when I raised the throttle it would surge like crazy. cdi box was the problem, swapped it out and it cured the problem

I have also been thinking about that. Anyone else had this issue with a 4-stroke?
