Was my Johnson 75 long put together wrong

" I bought a 23' sailboat with a 1980 Johnson 7.5 Sea Horse on it. I wasn't getting any power out of it, so I rebuilt the carbourator. In the process, I found that the plastic tapered deal which pushes open the throttle valve was on a second set of holes under the power head, which only opened the valve a tiny bit. Is there a reason for that, or was this done on purpose?
Does it have anything to do with the long shaft extension? please help. "

No, nothing is broken, there are just two sets of holes on the metal ring that rotates around the power head when you move the handle. The tapered plastic thingie was assembled in the first set of holes, which only moves the "cam follower" (terminology?) a little bit, maybe 1/8 of its potential.
I have moved it to the other position now, and it screams! Only ran it in a bucket so far, but will test on the sailboat this weekend. "
