Vst over pressurized, please help

I have fuel pissing out of the hose in the bottom cowl in the picture.

The other house is dangling free. It has a white fitting inside it. Maybe a check valve?

I ordered a new charcoal canister and vst needle valve.

Can anyone offer advice on this?
 
so I took apart the entire vst. The needle valve and the seat look really good. no deformation. The float freely travels and pushes the needle up and down.

the float does, however have fluid in it. I cannot squeeze or shake it out. But shaking it I can hear the fluid. Is this normal?
