I have stripped, cleaned and refitted my turbo charger, everything appears fine, rotors

turn freely with no rubbing etc.

I start the engine and turbo casing gets very warm as normal, however, when I increase revs
there is no discernable "cut in" of the turbo,

Should I hear it cut in? others tell me that it will "whistle" when it cuts in but I have not heard anything like that.

My question is; Is there any way I can prove the turbo working?

I am berthed ashore and not on the water at present and there are no gauges installed.

Its almost impossible to get a turbo to work without any load on the engine, you may hear it whistle if you give a quick rev up to about 2000rpm on the throttle, but I wouldn't recommend revving the balls off the engine in neutral. You really need to test it at sea then you will hear/feel it working.
