Trim motor continuously running

I am lost on why my trim motor will
Not stop running. Motor is trim all the way down, I’ve disconnected both trim switches and still runs , so no switch problem I think. I’ve replaced the relays, I have even replaced the trim motor itself. The only time It stops running is when I disconnect the battery terminals or I push and hold the trim up button either on the motor itself or upfront on the throttle handle.
 
Usually it was water shorting out the switch on the cowling. A stuck relay can do it too.

You don't state engine but I assume you have a 2 stroke with the 2 square black relays.
With neither switch pressed, both relays are relaxed & connect both motor wires to ground. Operating either switch will cause the associated relay to energize & connect that side of the motor to positive. Currect will make the loop back thru the relaxed relay to ground.

So operating the trim switch up energizes that relay thus opening the ground & connecting both motor wires to positive & motor stops running.

Maybe you're confused as to the sequence of your troubleshooting but it sounds as if you've spent lots of time & money needlessly.

You replaced the relays or just swapped them around? If just swapped, swap them back & see if down button now stops the run away condition.
