Trim goes down when engaging throttle

My buddy got a bass stlye boat

My buddy got a bass stlye boat. the trim goes down when giving it throttle. then the boat doesn't plane out. told him to fill hydros with fluid. another guy said hydro pump needs repacked. any suggestions.
