Stern drive will no go up or down

When I activate the riser the moter clicks but there is no movement. It is stuck in the down position. Is there a reset or what od I look at to help solve the problem???

Are you sure its the motor that is clicking or the relay? Relay is powered from the dashboard switch, but it switches +12 to the motor from the battery via a separate fuse...

It is the relay that clicks.

There should be a fuse inline from the relay control module to the battery for the motor itself.
