!990 tohatso engine, 1990 tide rider boat, Tilt steering locked up, in the wheel control box. Need to remove out of dash cable will not release out of control. Any help

given no other details than the age and the steering box is locked up, if you are keeping the boat, probably fastest to change both... a sawzall is probably the fastest way to separate the two...
