spark issues 91 Evinrude XP 175

Hey gents, new boat owner here, picked up an 83 Checkmate Enchanter with a 91 Evinrude XP 175. Motor won't start. checked spark, getting strong spark to cylinder 1 and 2, intermittent to #3, all the rest have none. Not sure what it could be, a friend said it could be the power pack? I am also not too familiar with testing with a multi-meter. any help would be greatly appreciated!!
 
Swap the good coil to the no spark coil to see if the problem moves. If it does, check all wiring, especially ground wires. Also, eliminate control harness by unplugging it and jump start the starter to test for spark. All brings same results, then "yes" powerpack is likely the problem.

it's been a while, but replacing the power pack seemed to fix the issue, but after a few days it was doing the same thing. I disconnected the rectifier and it ran great once again. Time to replace the rectifier? Not looking forward to pulling the flywheel to get to it.
 
The charging system should have nothing to do with the ignition system on that mtr unless you have some melted wires some place.
