Small Johnson outboard.

My service manual, (1994), days they’re the same. 4.75 cu in.

1.3 hp more is not going to translate into much speed difference. Until you get your boat out of the hole, & up on plane, you are plowing through the water…don’t expect to go anywhere fast.
Years ago we operated a 27’ Doral, on Great Slave Lake, (12,000 sq miles), & used a small Zodiac as a tender. A 4hp would not quite get on step with only myself in it.
That’s fine if you only use it for very short trips, or fishing. If you anticipate needing to travel even 1 km, put a 6hp on it.
 
Ok. I have a small 1.3 HP Honda GX 35 at moment, only 35cc . I presume either of the Johnson's 2 HP or 3.3 would be significantly more powerful than this. ? I don't want huge speed but would like to be able to get 7 mph or 6 knots.
