I just found out why my fuel usage us so high and its not just the IAB valve that was stuck that may have been causing an issue..

All three screws that hold on the filter cover were finger tight and the o-ring was pretty ropy too..

THe engine had just been serviced so safe to say I will be going to a new dealer.

FYI, I never reuse the seal for the HP filter.
